Account's expire after a few months and you have to recreate them. It appears she has been inactive for several months, atleast according to the website. My assumption is, her account expired and someone remade it with admin still active for that username. Those bans weren't made in-game, and spoof check doesn't allow for access without being spoof checked in-game anyways.
