| I think the best way for you to go about solving this would be to submit a request in the Ban Request section. If the problem is still not solved after that then proceed from there. Even if he is being a jerk, I personally do not feel that He deserves a ban without an official warning first. Also, It would be unreasonable to ban an entire state just to get rid of one person.
