Heres a new hero ability to be added, Master-Hero:

[spoiler=ABILITY - Brilliance Aura :: New][br]
[color=teal](Status: Created/Downloadable)

Effect 1: Increases mana regen of units in range by 50% (+10% per/lvl)
Effect 2: Every third spell cast by units under the effect of Brilliance Aura will deal 10% (+1% per/lvl) of their maximum mana as damage in an aoe of 200 (+25 per/lvl).
(Stacks of how many spells casted carries over even when you leave the range of Brillance Aura.)

New brilliance is very powerful/broken in the context of Jaina, 3.5K mana x 15% 525 bonus AoE damage every few spells? She could likely throttle mana shield on off to make it so casting her attack spell will deal the damage each time, would it work with passives/ or only casts?

Oh and came to the realization that this would be exceptionally OP with Jaina with Charm for ulti, very low CD means that you can easily do over 1K DPS to an area

I think 525 is actually reasonable, I think checking for spell usage where spells have less than X cool down would be a bigger issue for it. ^.^

Channel;  
drains 20 (+10 per/lvl) hitpoints per/seconds over 5 seconds and slows the target unit by 40% (+5% per/lvl).  
Cooldown: 15 seconds.
