Thanks for the response but that defeats the purpose of this thread. If I do that, I will have to quit the game to go to the channel and that game will start with his stacked team. He will still be allowed to stack every game.
The problem is mainly his abuse of admin.
And by the way, I just played a game about an hour ago. He joined but nobody there was good except me so he quit because there was nobody he could swap to his team.

destroying enemy item isn't reason for ban.

also people can use votekick when someone constantly pop up with drop screen.

| Here's my definition of votekick abuse:
Player A was kicked by a group of player for a not legit reason for exsample "player A dominated the game"
=>Then you should ban the members of the group
But if a votekick fails , you shouldnt ban them or you would abuse ur admin.
If the votekick against adam has failed , adam should be banned for 3-2 days.
If he does it again , he should be banned for 3-6 weeks.
